russian freighter detained by egypt for emergency anchorage, fined

General cargo ship PACIFIC ran into trouble on Oct 7 while en route from Malta to unspecified port (most probably to a Middle East port in Mediterranean, Syria or Israel or Lebanon), off Egyptian coast in Mediterranean, after she encountered engine failure. On Oct 12 the ship drifted into Egyptian waters and anchored, duly alerting all sides, including Egypt authorities and owner, about the emergency. She remains anchored as of Oct 28, without any light in the end of the tunnel, so to say. Problem is, the ship is either already sold, or in the process of changing owner (and flag). Russian shipping company Leo Logistics from Kaliningrad Region, Baltic sea, is to become a new owner. This interrupted voyage had to be the last one under old owner, and after completing voyage the ship was to sail to Kaliningrad, undergo formalities and under the new name SVETLOGORSK start serving the cargo line connecting Russian mainland and Kaliningrad Region.
Egyptian authorities declared ship’s emergency anchorage as illegal and imposed hefty fines: for violating border USD 10,000; for unauthorized anchorage USD 10,000; for inoperable AIS USD 10,000 (that one is unexplainable – AIS is on and running). Plus daily fees: patrol boat watch USD 250/daily; radar monitoring USD 100/daily; security boat USD 50/daily. Counters are on and running, Border Guard team boarded the ship on Oct 13 and took with them passports and other IDs of all Russian crew. The ship is still inoperable and is in need of towage, she’s to be towed to Turkey for repairs.
Ship’s supplies including food supplies, were running out, but Kaliningrad authorities claimed an agreement was achieved via Russian consulate in Egypt, allowing supplies replenishment.
Kaliningrad Region authorities have a direct interest in this ship, she’s part of the Sea Bridge project, to make Region independent from land corridors, controlled by “unfriendly” Baltic States, and from sanctions. Nevertheless, they failed to provide tug when it was still possible to avoid straying into Egyptian waters, between Oct 7 and Oct 12 dates, though they’ve been timely informed by the Captain and asked to respond, ASAP.
