Cabotage and port entry and exit tariffs will also be updated with the omnibus bill proposal, which is currently being discussed in the parliament.

Fines to be imposed on ships in Turkish territorial waters and port tariffs will be re-determined according to the weight and length of the ships. Since the fines imposed on ships that do not have the documents required by national and international legislation are out of date, new threshold amounts have been determined.

20 billion TL new income

With the regulation, the annual administrative fine amount was increased fourfold. As of the first 10 months of 2023, the amount of fines imposed on ships that did not fulfill these obligations was 5 billion 195 million lira. With the new regulation, this figure is expected to reach 20 billion lira. The amount of fines imposed on ships that carry passengers even though they do not have a passenger transport permit or that carry more passengers and cargo than stated in their certificates has also been increased 8 times. As of the first 10 months of the year, the amount of fines imposed on the ships committing this act was 1 billion 489 million liras. This amount is expected to reach 12 billion lira next year.

New tariff for ports

A new tariff will be created regarding the fees to be collected from port exit documents. Thus, an annual income of 788 million TL will be provided. The tariff obtained from the ships’ navigation permits will also be adjusted according to the ship length. An annual income of 96 million TL will be generated from here.
