The General Directorate of Maritime Affairs issued a warning of intensified port state inspections.

The General Directorate of Maritime Affairs of the Ministry of Transport and Infrastructure sent a letter to all port authorities regarding intensified port state inspections.

The risk of life and property safety has increased

In the examination of the Port State Inspection reports made recently by our port authorities, it has been determined that there has been a serious increase in the non-conformances detected in coaster and river type ships over 30 years old, especially those operated under some flags, and that these ships pose a risk to the safety of life and property at sea.

Inspection without any conditions

In this context; Foreign flagged ships, especially coaster and river type, over 30 years old, among the ships certified by non-IACS member classification societies, flying the flags of countries included in the Black List in the Paris MoU performance Lists, and having entry barriers to the port within the scope of the Paris MoU, are subject to inspection without taking into account the inspection periods in the memorandums to which we are a party. They will be subjected to extended port state inspection on their first port arrival, once only, and all necessary safety precautions will be taken, structural checks, including warehouses and ballast tanks, will be carried out and detailed photographs will be taken. Ships that cannot be inspected due to reasons such as inspection/workload will be reported to our administration and will be included in the inspection program upon their next port arrival.

It should be implemented in its clearest form

In this respect, the intensified inspection campaign in question will be implemented for 3 months as of the date of our article, and in the inspections;

– Relevant articles of the Port State Control Regulation for ships whose condition is deemed inappropriate

– Informing the ship captain that ships that do not fulfill their responsibilities will not be allowed to enter Turkish Ports,

– Whether the ships for which the measure to go to the shipyard has been applied goes to the shipyard or not is determined by the relevant shipyard.
It is confirmed by the port authority where the ship is located, and if the ship has entered the shipyard abroad, a control and inspection is carried out regarding the ship’s entry into the shipyard by our port authority where it first arrives, and

– I kindly request your information and the necessary information to be sent to our general directorate (geı11i.de11eıi111@uab.gov.tr) along with the inspection report and the photographs within the day following the inspection date at the latest.
